Pros: + Great gunplay. Every weapon feels good. Sound/Look/Punch - everything is there. + Loot system. Tons of different guns, gear and mods with awesome recalibration system for end-game min/maxing. Crafting recipes that you gather through leveling will get upgrades to high-end tier. + Skills are interesting enough.
But I think there will be a lot of fine tunning and nerfing. + Environment is simply gorgeous with absolutely insane amount of detail. Every piece of the city handcrafted and every mission/location is instantly recognizable. Just running around exploring is enjoyable on it's own and there are secret locations. + World activities are quick, rewarding, scale with your level and sometimes can turn into some epic fights. Like elite convoy wandering into you while you are in the middle of firefight and simple skirmish becomes last stand.

+ AI is good, not always, but good. Using flanking, skills, resurrecting allies, different faction tactics. Fights are far from boring or monotonous. You will die, a lot.
Small, efficient and customisable. + Character customization is good (so far!). Micro-transactions are for rare cosmetics/skins/emotes. You can find lots of regular cosmetic items exploring/lootin.
While I was leveling (30 hours) I got 43 different pieces of cosmetics including 4 items from rare sets, plus 5 paints. But if you want specific full rare set, getting it in game will take forever. + End Game looking good. With min-maxing paradise, new faction taking over the city, bounties and incoming raids.
+/- Story is ok(ish). Can't say anything about PVP atm.
Cons: - Early access for preorders is a bad practice. No major bugs. In 3 days of early access I got few animation glitches, 2 disconnects and 4 crashes. Even fully upgraded stash size is too small for the amount of loot we get. Some skills are very gimmicky or useless.
Grenades and skills targeting is a bit wonky. Clans are only 50 ppl. Overall, nearly perfect looter-shooter. I was considering buying Anthem over this./shivers It feels weird to applaud developer for delivering finished, working, content full product and disclosing (in detail) contents of season pass and monetization before launch.
When all of this should be norm. Please ignore the haters, this is as good as it gets for a persistent, online looter-shooter.

Sure, there's the odd bug, and some of the enemy spawns can be a bit implausible, but overall, the game is fun, engaging, and reasonably challenging. The division 2 is a sequel done right. Although Manhattan maybe was more cool in a sense i just feel that the new summer setting and change of location and factions makes the game worth to play, even if you played the prequel.
Loot is everywhere and you feel rewarded by every mission. Alot of time is just spent by changing different loadouts and equipment due to the high amounts of loot, which is good. The AI can be a bit weird sometimes but they try to flank you and most of the time it works really well. The endgame has really been revamped and looked up upon. Once you hit lvl 30 and begin the endgame alot of the game opens up and you progress through World Tiers by doing strongholds. The game isn't perfect though, it has its flaws. The PVP for me is just a mess right now especially in the occupied dark zones where the stats are basically the same as in PVE which means that all the damage that you do in PVE you do in the DZ.
This enables people to make insane builds and just shred everybody in seconds. If you liked the darkzone experience i would highly recommend you to not enter the occupied darkzones and instead go and play in the normal darkzones due to the the normalisation in stats.
The story was bland and boring. The characters were forgettable due to the lack of personality. Missions were pretty repetitive, but the locations made it interesting. In conclusion the campaign just felt very lackluster and boring all the way through the only thing that made it a little bit interesting was the change in enviroments between missions. I actually enjoyed The Division 1 as an atmospheric but brainless looter shooter and TD2 does not deliver.

It's fundamentally identical to TD1 - not that that's necessarily a bad thing - but instead of trying to change things or move anything forward they've simply recycled a tremendous amount of assets, models, and mechanics which weren't terribly great to begin with.
The largest complaint of the first one was the ridiculous bullet sponge enemies, and TD2 pulls a phenomenal bait and switch by giving you a few levels of combat where you think maybe they banished that for good. I'm only level 16 and already I'm going up against regular, non-elite mobs who take close to a full magazine of ammo to kill.
They did try to add a fun armor system, in which repeated attacks to an enemy's arm, for example, will blast off their arm armour and allow you access to the sweet tender weak spot inside. In practice, however, you're going to be either sniping them in the head with single-shot weapons, or spraying wildly with automatics, so this mechanic means nothing. This is all personal preference, but DC is just a crappy setting. It looks pretty damn good from a graphical perspective but I would trade it in a heartbeat for the dreary, gray and white snowy metropolis of NY, because that had a ton of atmosphere and told a good story. I sincerely hope the next one takes place in another major city center, because the endless green decay of DC just doesn't do anything for me.
Your mileage may vary but my two cents. Finally, the stones on Ubisoft to sell this at full price must be lunar in size, because this is effectively an expansion pack for TD1. It doesn't add enough new features and instead is a retread of a game we already played. If TD2 was half the price I'd give it a 7 because as I said, I actually enjoy the semi-mindless cathartic relaxation of shooting and looting, but at this price it's just not worth it. The Division 2 is proof that a good game is not made of graphics or good movement!

The game is broken in many ways, but I will cite just my reason which is the main mechanic of the game: The Loot! 1- What is expected of a Looter Shooter game, whether it is the progression of loot quality as your level progresses, but that's not what you have (in parts), the amount of Trash. I mean, Loot is high, but even at tier 5 and Heroic difficulty, the purple item rate is still HUGE, making it harder to play on a higher difficulty!
The game doesn't reward you for playing on a higher difficulty, it only increases the damage, amount and armor of the enemies, ONLY!
